6) Captain America: The Winter Soldier – Hydra Has Infiltrated S.H.I.E.L.D.
Captain America: The Winter Soldier was arguably the best Marvel film in Phase 2. Occurring two years after the events of The Avengers, it saw Steve Rogers conducting covert operations for the spy agency. That is, until Fury is ambushed by a mysterious assailant called the Winter Soldier. Barely making it to Rogers’s apartment, Fury informs him that S.H.I.E.L.D. has been compromised before apparently being killed.
The idea that this esteemed government group could be sabotaged despite successfully protecting the world with the Avengers Initiative was very intriguing. But what made the whole thing worth it was the identity of the infiltrator: HYDRA.
The terrorist organization was first introduced in Captain America: The First Avenger as a splinter from the infamous Nazi Party, and was seemingly disbanded following the Red Skull’s demise. The Winter Soldier reveals that wasn’t the case, as HYDRA has secretly been working to increase national security for the sake of limiting freedom, resulting in S.H.I.E.L.D. ultimately disbanding in the end.
